Since she does not have as much canon material as the main cast, I'll be relying more on the country's history, culture, stereotypes and my headcanon. I'm taking her from present day.
Personality:
Behind those eyes and that smile is a little devil, China would tell you. That's only because Taiwan's ambivalent about him all her life. She is a sweet girl, really! If you compare her to China, who is, in essence, an old man, and Hong Kong, who constantly has his poker face on while making snide remarks, she's the most tolerable one out of the bunch. She has a hardworking personality, according to the author's notes and strong-willed, too, when the situation calls for it. Others would call it stubbornness. In any case, how else was she able to get to where she was today without it? Meeting her upbeat, energetic character makes others feel refreshed as well. Even so, don't let looks fool you - true, Taiwan has that cheerful air around her, but she is also quick-tempered, easily angered by the smallest of things. She has a tendency to switch her language to a rougher sort as well when one crosses the line and she gets really mad. Despite that, she is well aware of the cruelty the world is capable of and rarely holds a grudge.
Although she scolds people for their faults, she is playful and mischievous at heart. Being the pesky little upstart she is, Taiwan doesn't care much for authority. Back then, the quote "every three years an uprising; every five years a rebellion" summed up her situation with China well. When Taiwan and Shinatty tease China in his character CD drama track, the country tells them, "Shut up! I'm the one you guys depend on!" But does Taiwan stop? No; in fact, she calls him old to his face a number of times. It may be because she has been around China for quite some time, and it may be because China neglected her in the first place that she grew up like this, but when it comes to her elders, she's fond of teasing them about their age, especially when it shows. People who spoil her fun are no fun at all - she tries to keep the mood light and the atmosphere nice and happy. No matter how angry the person she's talking to seems, she does her best to keep up her naturally chipper self. Taiwan has become more nervous in recent times, but she generally looks at the brighter side of things, sometimes overlooking details. Did she just kick the door down? Aiya. But hey, at least it's open!
Not "mean", "frank and honest" is what Taiwan would insist she was. She's the kind of girl who points out your bad qualities in a blunt way, but no one ever takes seriously because of the way she words things, her high-pitched voice and her weird logic. From her speech and train of thought, she is a little flaky and not very observant despite how intelligent she may seem from her rankings. She has a slight tendency to get sidetracked as well, naturally going with the flow of the conversation. Natural in her sense, at least. Oddly enough, only when people play along with her misconceptions does she pick up on cues and make proper sense of the situation.
Now, a small island nation with seven 24-hour news stations, it's not surprising that Taiwan is well-informed, always up to date on what's going on and what's "in" nowadays. Japan's got another handsome musical group that just debuted with their first single? Her new favorite artist. The hallyu wave from Korea that's been hitting countries around the globe? She's on it. If you're not keeping up with the times, then haha! You must be as old as teacher! She's very trendy, so even if her personality has some bad points, her outward appearance is always cute.
Taiwan is proud and boastful like her laoshi, but she is sympathetic and eager to lend people a hand no matter what they think about her, willing to give them whatever she can. The past twenty years for her have been about helping herself, but now that she was a nation that knew she can stand on her own, she wants to prove that belief she holds and give back to those who gave her a hand. There are times when she overdoes it, though, like when she relocated China's arm but twisted his spine. Taiwan doesn't know her own strength, but you know she means well.
Abilities:
She's a nation, and of course, nations don't die so easily. In addition, unlike China, she can make Hello Kitty products properly. This is a skill shut up. There's also that physical strength she possesses that can be quite scary.
